Damages resulting from Research Investigator activities associated with the UCSD Rancho Bernardo Studies is of primary interest, and is my number one speculation. When the studies started in 1972 the Rancho Bernardo study was one of 12 lipid research clinics in the United States designed to measure the frequency of high cholesterol in North America. After that research was conducted, all the other 11 clinics closed down except for Rancho Bernardo.
The most probable reason I have been stalked for over eleven years by research investigators is to take advantage of any opportunity to obtain tissue and fluid samples for medical research. My parents and I were among the original participants in the longitudinal UCSD Rancho Bernardo Studies; initially the Lipid Research Study. Community participation was almost 8,000 out of the 10,000 residents of the Rancho Bernardo suburb of San Diego, California.
As other studies blossomed, surveys were included with the lipid research surveys we received every few months. Implicit participation in these other studies resulted by just completing the extra surveys.
Now that the UCSD Rancho Bernardo Studies have been going on for over 35 years, it would make sense that tissue samples, body fluids, sperm counts, etc… would be of value in longitudinal studies. Procedures to obtain samples such as spinal fluid, internal organ tissue and sperm uncontaminated by urethra bacteria would be among the procedures subjects would avoid. Post mortem samples would only be legally available by prior arrangements.
I am certain that the primary, if not only objective of these research investigators is to carry a cell phone and place a call should their subject need emergency medical care, surgery or die. Research doctors would then be notified as well as the healthcare institution where the subject is deployed. Obviously, prior arrangements would have been made between the grant recipients and the institution.
My parents primary physician for over six years decided to return to residency within two weeks after I documented my speculation that he was participating with the UCSD Rancho Bernardo Studies, ordering blood work for my father every three months, including lipid profiles; most likely receiving compensation from the subjects healthcare insurance providers as well as from the grant recipients for accommodating their requests.
Utilization of participants of the UCSD Rancho Bernardo Studies for additional studies may also appeal to unethical research investigators, ignoring the Code of Federal Regulation Informed Consent Requirements, maximizing their compensation by using their subjects for multiple research investigation opportunities.
During my efforts to find out why I was being stalked, I noticed a fleet of 40 to 50 white SUVs parked next to the UCSD Thornton Hospital/Perlman Ambulatory Center; a perfect match to many of the vehicles I had noticed following me before and continuing after moving to Chico as well as one in the parking lot of the apartment complex where I lived. I have many of these vehicle license plate IDs.
My family became participants in the UCSD Rancho Bernardo Lipid Research Study when it initially began in 1972. I was 13 years old then. We lived in the Westwood section of Rancho Bernardo from 1970 until 1983. I occasionally receive a survey to complete from the studies but not as many as my parents leading me to believe someone else may be completing them to maintain my participation as a research subject without satisfying the Code of Federal Regulation Informed Consent requirement.
I believe my ex-wife, Jacqueline Carr[1], became involved with research investigations after legal separation and my move to San Diego in 1994. This is also about the time when San Diego based SAIC bought New Jersey based Bell Communications Research (Bellcore), where not only I met Jacqueline but also where she and her father, Robert Carr Sr. were last known to be employed. SAIC renamed Bellcore to “Telcordia, an SAIC Company”.
San Diego also happens to be one of the top recipients of National Institute of Health grant funds. In 2000, San Diego was the third highest recipient city in the country, surpassed only by Boston and New York City. Both UCSD and SAIC were in the top 20 of 2570 institutions receiving NIH grant funds, receiving about a quarter billion dollars each.
Although employment at Telcordia or SAIC may not have been pursued, they most likely became aware of the availability of research investigations opportunities offered by grant recipients such as SAIC or UCSD, and embarked on a business venture with one of the research investigators of the UCSD Rancho Bernardo Studies; a business that feeds off subcontracted grant related activities.
The events I describe in this document as being beyond coincidence support my belief that this business venture blossomed into a lucrative source of income as a limited set of non-consenting subjects were exploited for multiple research investigation opportunities.
This document also provides my speculation of who got Jacqueline Carr-Cihanowyz involved with Research Investigations and exploitation of non consenting subjects via The UCSD Rancho Bernardo Studies. See Attachment 1 In The Beginning.
It appears that law enforcement agency employees and/or their family members are preferred by research investigators as comrade associate investigators, providing inherent safety and latitude when confronted with violations of citizens rights. It appears that in both Chico and San Diego those holding research investigation contracts solicit supplemental employment opportunities to law enforcement and local District Attorney office staff and families.
After finding out the full names of two Chico PD officers, I ran nationwide internet directory searches on them. One previously resided in New York. I believe another acquaintance I made in Chico, Ca was, at one time, a New Jersey State Trooper. These are just two of several individuals from the New York - New Jersey area that i find beyond coincidence to now be residing in Chico.
It also appears that research investigators now in Chico not only followed me from San Diego to Chico in May 2001, but followed be from New Jersey to San Diego in May 1994.
I have noticed several U.S. cities sport “Off Duty Officers” private investigations including San Diego, where the yellow pages listing disappeared after 2001, when my first complaint was filed with San Diego City Council.
Mid 1996, I began noticing two way radio conversations taking place, usually only faintly hearing one side of the conversation, and usually discussing my personal affairs. The conversations made me aware that my residential privacy was no longer private. I checked the apartment AC outlets and appliances with an oscilloscope but no interference was found. However when I held the two probes between my thumb and index finger, one in each hand, I got the pattern on the scope matching one side of the two way conversation I was hearing. This led me to believe that my body was not only conducting Radio Frequencies, but that RF was intentionally being directed at me..

I had also heard these voices while inside my parents Rancho Bernardo residence on Roca Drive, where they resided before moving to Chico, Ca in April 2001.
This was about the same time that a relative which I hadn’t spoken to in years, Sharon Taylor, one of my fathers cousins, tried to set me up on a date with someone from their church, First Assembly of God San Diego Stephanie Hansen. After I was asked if I had any problem with dating someone in law enforcement but before any arrangements could be made, I was told that Ms. Hansen had to leave town on personal business. This ended the matchmaking attempt.
After noticing an increase in my consumption of liquids as well as the 17.5 pounds lost in 5 days without known cause, I tracked my intake of liquids and urination. In less than 16 hours I had consumed 166 ounces of liquids but only urinated 22 ounces leaving 144 ounces of retained or dissipated liquids with no more than moderate physical exertion indoors. Some time later I read in a technical article that microwave dissipates water from human bodies.
